It is alleged by the DRE that activities of  TITAN DISH TV, INC. dba Loan Rescue USA and MICHAEL D. SIEGMAN  were considered by the Commissioner of the DRE to violating basically unlicensed activity relating to loan modifications.  At no time herein mentioned has TITAN or SIEGMAN been licensed by the Department of Real Estate of the State of California (hereinafter ~Department”) as a real estate broker. During 2008, TITAN and SIEGMAN engaged in a business, for or in expectation of compensation or collection of an advance fee, which included the soliciting of borrowers and negotiating to do one or more of the following acts for another or others: offered to provide loan modifications or negotiation, re-finance, or short-sale negotiations, or other services for borrowers or owners of real property to modify the terms of the loans on the real property.
